PANCHAYATH RAJ DEPARTMENT

Objective of Panchayath Raj:

Basic concept of the Panchayath Raj department is decentralization of Governance to quickly identify and resolve issues at their levels with out time delay. Locally elected public representatives have good command about their jurisdictions and they have the ability to find and resolve issues with the financial assistance from Central Government, State government and their own resources like House Tax, Seigniorage fee, Stamp duty, entertainment tax, permission duty etc.

Evolution of Panchayath Raj :

Based on the recommendations of Balvantharai Mehatha committee (1957) three tier system of Panchayath Raj introduced, and  the Acts of Panchayath Raj is as follows

  1. Andhra Pradesh Panchayath Samithis and Zilla Parishads Act, 1959 (Gram Panchayaths, Block Panchayaths, Zilla Parishads)
  2. Andhra Pradesh Mandala Praja Parishads, Zilla Praja Parishads, Zilla Pranaalika abhivruddhi sameeksha mandals Act, 1986 (Act 31 of 1986) (Gram Panchayaths, Mandal Praja Parishads, Zilla Praja Parishads)
  3. Andhra Pradesh Panchayath Raj Act, 1994 ( came in to force 21-04-1994) as per 73rd Constitutional Amendment act
  4. Telangana Panchayath Raj Act, 2018 Act

Presently the Panchayath Raj is in (03) tier system as follows and at each level there is elected body and at State level Ministry of  Panchayath Raj & Rural Development & Rural Water Supply, Government of Telangana look after Panchayath Raj Department.

  1. At District Level (Zilla Praja Parishad)
  2. At Mandal Level( Mandal Praja Parishad)
  3. At Village level ( Gram Panchayath)

 

After formation of Telangana Panchayath Raj Department working under Telangana Panchayath Raj Act, 2018 as per this act the following functionaries are existing.

  1. Zilla Praja Parishad, Mulugu comes in to existence from 07.08.2020 . As per the Telangana Panchayath Raj Act, 2018 seven standing committees are existing and the meeting will be conducted with in every (60) days cycle and General Body Meeting will be conducted with in every (90) days to review all the departments developmental activities.

  2. Vice Chairperson, Zilla Praja Parishad, Mulugu – Indirect Election
  3. Zilla Parishad Territorial Members         – Direct Election
  4. Co-opted members of Zilla Praja Parishad
  5. Official Body: Chief Executive Officer, Zilla Praja Parishad, Mulugu
  6. Dy. Chief Executive Officer, Zilla Praja Parishad, Mulugu
  1. Mandal Praja Parishads: (09) Mandal Praja Parishads are in Mulugu District. The General Body meeting will be conducted with in every 90 days to review and monitor developmental activities.

  1. Gram Panchayaths: 174 Gram Panchayaths are existing in Mulugu District. Under the supervision of the District Collector, Mulugu the District Panchayath Officer, Mulugu has look after Grampanchayath Administration at District Level

For electing public representatives to Local Bodies State Election Commission, Telangana constituted.

Governance of P.R.Is:

The State Government appoints the officers for implementation of decisions taken by Elected body duly following the orders of the State Government which restricts mis use of power of Elected body. As per the 73rd Constitutional Amendment 29 department works has to be attended by Panchayath Raj Department subject to delegation of power by the Telangana State Government. Central Financial Assistance to Panchayath Raj Institutions will be made on the recommendations of the Central Finance Commission whose recommendations valid for five years now and from 1st April, 2020 15th Central Finance Commission recommendations will be implemented for next five years.

            Telangana`s First State Finance Commission constituted and it recommends for the financial assistance to various Panchayath Raj Institutions by the Government of Telangana.
